Elaine Keenan Bengts has lived in Yellowknife, Northwest Territories since 1970. She graduated from St. Patrick's High School in 1976 and went on to the University of Alberta, receiving a B.A. in Political Science and Economics and later her law degree. She returned to Yellowknife to article with the firm of Searle, Richard Kingsmill, where she continued to practice for three years before heading out to start her own firm in 1988. She has been practicing in her own firm since then, with a focus in family law and human rights issues.
In 1997, Ms Keenan Bengts was appointed the first Information and Privacy Commissioner of the Northwest Territories. That appointment was extended for a five year term on July 1, 2000. In 1999 Ms. Keenan Bengts also became the first Information and Privacy Commissioner of Nunavut. She has since been re-appointed three times, the latest appointment being in March, 2015.
